Consider whether this metric should focus on households with access to water or access to clean water.
The indicator likely needs to take account of the MDG indicators which refer to improved water (sources). The issue of clean water is complex and arbitrary with WHO (guidelines only) not standards, which are the responsibility of respective nation states.
Other issues such as
1. Quantity of water (possibly sphere standards or WHO again)
2. Distance to source either by time or physical distance (in metres the IS) again Sphere of WHO, as current phrased indicated bias to household piped connections not available or practical everywhere
